Summary
A site closure announcement triggered a confrontation that prevented senior management from leaving. PSU provided on-site protection and, supported by the relevant Embassy, coordinated with local authorities to enable a police-escorted extraction.
| Key Stats | |
|---|---|
| Workforce Involved: | 500+ Employees |
| Leadership Involved: | 7 Senior Executives (Local & Regional) |
| Incident Duration: | 36-Hour Standoff |
| Response Coordinated: | Police Deployment (200 Officers) |
The Problem
A multinational client prepared to announce a full site closure to its 500+ employees. During the planning phase, PSU identified critical risks and advised a segmented approach, supported by confidentiality controls and phased communications. However, a single, large-scale town hall was chosen instead.
The announcement triggered immediate hostility. The workforce blockaded the facility, detaining seven managers, including visiting regional leadership, inside the meeting room for 36 hours with explicit threats of violence.
The situation was compounded by the local operating environment. In China, historical expectations regarding employer social welfare make redundancies highly volatile. Additionally, local law enforcement was hesitant to intervene; authorities typically balance the protection of a departing foreign company against the interests of the local community they live and work with. This dynamic delayed the official response, leaving the executives vulnerable.
Our Action
PSU activated a dual-track response to secure the personnel and support a safe resolution:
- On-Site Protection: Our operational team immediately secured a safe zone for the management team. For 36 hours, they maintained a physical buffer between the executives and the aggressive workforce, preventing the dispute from resulting in physical harm.
- Strategic Coordination: Simultaneously, a second PSU team coordinated with the relevant Embassy and local authorities to escalate the incident and support the deployment of 200 police to the site.
The Outcome
Police formed a secure corridor, enabling the safe extraction of all seven executives, with PSU providing on-site support.
However, the complete loss of site control resulted in the subsequent looting of warehouse assets. This case highlights the need for risk management rooted in cultural context, and rapid mobilisation of the right stakeholders and resources during high-risk organisational change.
